At the start of the event, welcoming remarks were given by SB Member and Chairman of the Committee on Health for the municipality of Manapla, SB Ma. Ceferina Amor H. Aguilar.
Ms. Karen Ann Gillera then discussed impairments, disabilities, and handicaps.
NORFI was then introduced and the house-rules for the 3-day workshop were set.
